Brief History and Development Milestones of the National Accreditation Center
On December 21, 1989, the Council of the European Communities adopted measures aimed at eliminating technical barriers to trade. One of the key areas was building confidence through instruments such as accreditation and certification.
To promote certification and accreditation, the Republican State Implementation Enterprise “Kazsertiko” was established by Order No. 76 of the Kazakh Republican Department of the USSR State Committee for Standards dated December 29, 1990.
Since its establishment, the Republican State Scientific and Production Center “Kazsertiko” was directly involved in the development of the draft Law of the Republic of Kazakhstan “On Standardization and Certification” dated January 18, 1993, the list of products subject to mandatory certification approved by Government Resolution No. 411 dated May 20, 1993, and the fundamental regulatory documents of the State Certification System of the Republic of Kazakhstan.
As the leading certification body, the Republican State Scientific and Production Center “Kazsertiko” carried out certification and product testing activities and developed regulatory documents in the fields of certification and accreditation.
By the end of 1996, a network of product certification bodies and testing laboratories had been established, covering virtually the entire range of products subject to mandatory certification at that time. A regulatory framework had also been developed, comprising 15 fundamental standards and more than 40 rules establishing requirements for certification bodies and testing laboratories, as well as requirements for conducting certification activities.
To improve the legal framework and further develop and enhance the product certification system, the Republic of Kazakhstan adopted a new Law “On Certification” in 1999. The law established the fundamental principles of state policy regarding the safety and competitiveness of products manufactured in the Republic, as well as the assessment of the safety of products imported into the country. Specialists from the Republican State Scientific and Production Center “Kazsertiko” also participated in drafting this law.
On August 9, 2000, pursuant to Government Resolution No. 1227, the Joint-Stock Company “National Accreditation Center” (NAC) was established on the basis of the Republican State Scientific and Production Center “Kazsertiko” and the Republican State Treasury Enterprise “Institute for Advanced Training in Standardization, Metrology and Certification.”
In order to integrate Kazakhstan into the global economy, in 2000 the Head of State set the Government of the Republic of Kazakhstan the task of harmonizing national legislation, accelerating the transition to international standards, and expanding cooperation with international organizations.
In July 2008, Kazakhstan adopted its first Law “On Accreditation in the Field of Conformity Assessment.” Subsequently, in August of the same year, pursuant to Resolution No. 773 of the Government of the Republic of Kazakhstan dated August 27, 2008, “National Accreditation Center” LLP, which had undergone several changes in its legal form, was designated as the accreditation body of the Republic of Kazakhstan.
Thus, Kazakhstan became the first country in the post-Soviet space to entrust the accreditation of conformity assessment bodies to an organization operating under a non-state legal form.
Membership in the regional organization PAC enabled the National Accreditation Center to join the International Accreditation Forum (IAF) as a full member and signatory to the IAF Multilateral Recognition Arrangement (MLA) for the multilateral recognition of product certification in 2013.
On June 28, 2021, pursuant to Resolution No. 439 of the Government of the Republic of Kazakhstan, the Republican State Enterprise “National Accreditation Center” under the right of economic management was established under the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan.
All accreditation activities are carried out in strict accordance with the requirements of international standards.
Recognition by international accreditation organizations obliges the Republic of Kazakhstan to maintain and continuously improve its national accreditation system in line with international requirements.
Within its capabilities, the National Accreditation Center has taken and will continue to take the necessary measures to improve accreditation as one of the key elements underpinning confidence in the safety and quality of products, as well as in the reliability of conformity assessment of products and services.
