Rights and Responsibilities of the Accreditation Body
Accreditation Body:
1) Has the right to:
- engage accreditation expert auditors, conformity assessment experts, technical experts, and other persons with specialized knowledge to participate in accreditation activities;
- participate in the work of international (regional) non-governmental and non-profit accreditation organizations;
- organize proficiency testing and comparisons of verification and calibration results of measuring instruments;
- determine the procedures, criteria, and conditions for applying assessment techniques;
- conduct scheduled and unscheduled assessments;
- monitor the activities of accreditation entities for compliance with accreditation criteria;
- conduct certification of accreditation expert auditors;
2) Is required to:
- establish the forms of accreditation certificates, annexes to accreditation certificates, and the accreditation mark;
- carry out accreditation activities in compliance with the procedures established by the Law;
- prevent the disclosure of information constituting commercial or other legally protected secrets that becomes known during accreditation activities;
- maintain a register of accreditation entities;
- maintain an official website, publish the register of accreditation entities on it, and post regulatory legal acts related to accreditation in the field of conformity assessment;
- in the event of withdrawal of an accreditation certificate or termination of a post-accreditation agreement, notify the authorized body in writing within three business days;
- consider applications for the reissuance of accreditation certificates and the updating of accreditation materials;
- consider complaints and appeals and make decisions on them within the time limits established by the laws of the Republic of Kazakhstan, and publish information on the decisions taken on the website within no more than ten business days;
- withdraw or return accreditation certificates and apply to the court for annulment of an accreditation certificate on the grounds and in accordance with the procedure established by the Law;
- submit the results of scheduled and unscheduled assessments, as well as monitoring of the activities of accreditation entities, to the authorized body on a quarterly basis;
- ensure compliance with legally effective decisions on administrative offenses issued by a court, the department of the authorized body, or its territorial subdivisions concerning the suspension or revocation of an accreditation certificate by entering the relevant information into the register of accreditation entities;
- comply with the requirements of the international normative document governing the activities of accreditation bodies;
- ensure the implementation and application of documents issued by specialized international organizations establishing common criteria and rules in the field of accreditation and conformity assessment.
